The best app development companies for small businesses

There is no single best app developer for a small business; there is the right one for your budget, your industry and how much you want to own afterwards. This list compares ten US-facing companies on the things owners ask about first: published prices, minimum budgets, maintenance, location and who each firm is really for. Keepport is on the list and we say plainly where we are weaker.

How we compared

Facts come from each company's own website in September 2026, plus Clutch profiles where a firm publishes minimums there. 'Not published' means we could not find a number. Where we have a stake, we say so.

  • Does the company publish a starting price or a minimum budget?
  • Does it offer a productized maintenance plan with a monthly price?
  • Where is the project lead, and can you reach a person by phone?
  • Who owns the code and the store accounts when the project ends?
  • Does it show real small-business work, or only enterprise logos?
  • Is there a low-risk entry: a free call, a paid discovery, a prototype sprint or a guarantee?

What the numbers say

Across the ten companies, only three publish a build price and only two publish a maintenance price. That is not an accident: hourly billing and undisclosed retainers are how most agencies protect their margin. If a company will not put a number on the page, ask for the minimum on the first call and for the monthly maintenance price in writing.

Typical budgets
$18K–35K

What a first app for a single-location business costs at fixed-price shops. Hourly agencies usually land at $30,000 to $80,000 for the same scope. 52% of US small businesses that built an app spent under $30,000 and were satisfied (The Manifest).

Maintenance
15–25% of build cost per year

The industry rule of thumb when billed hourly. Flat plans from US vendors start at $495 (Keepport) and $2,500 (Chop Dawg) a month; offshore retainers start around $300 to $1,000.

Questions business owners ask us

If yours is not here, call. It is faster than a form.

How do I choose an app development company?
Ask four questions on the first call: what is your minimum budget, what does maintenance cost per month, whose name is on the App Store account, and can I see an app you built for a business my size. A company that answers all four with numbers is a safe bet.
Should I hire a freelancer instead?
A freelancer can be cheaper for a simple app. The risk is year two: one person, one point of failure, and no one to call when iOS updates. If you go that way, get the code and the store accounts in your name from day one.
Is offshore development a bad idea?
Not necessarily; most US agencies, including Keepport, use engineers outside the US. What matters is who is accountable: a US-based lead on your calls, a written fixed price, and a maintenance plan with response times.
Why is Keepport on its own list?
Because leaving ourselves out would be dishonest, and leaving the others out would be useless. We are the newest company here with the smallest portfolio. We are also the only one with prices for both build and maintenance on the page.
